SAIC IT Procurement and Asset Management Project Manager SETA in CHANTILLY, Virginia
Description
SAIC has an immediate opening for talent to join our team supporting an Intelligence Community (IC) customer at the NRO as a full-time IT Procurement and Asset Management (IPAM) Project Manager SME /SETA in the Northern Virginia area. Qualified candidates must have a current TS/SCI level clearance with Polygraph.
Job Description:
Provide project management SETA support to assist an Intelligence Community (IC) customer by providing technical expertise, continuity of effort, and value-added judgement to advise senior customer leadership on a full spectrum of project management and systems engineering activities. Facilitate user access for enterprise procurement tool, manage and report lifecycle metrics, maintain records, administer communications, and afford data integrity and uniformity for our IT Procurement and Asset Management (IPAM) customer(s). Lead and/or support contract program management for one of the following areas: enterprise IT networks, user facing services, IT security services, IT maintenance operations, enterprise hosting and storage, consolidated management services.
Daily Activities include:
Identify opportunities for resolving program/project issues, and recommend technical approach, organizational resources and management controls that need to be employed to meet the technical performance and schedule requirements for the life cycle management of the program/project.
Facilitate user access for the NRO Enterprise
Ensure all IT Procurement tool SAP access requests have the correct documentation and training
Manage fund centers, customer profiles, and role authentication records for all CIP R2R users
Maintain SharePoint repository for all required user documentation
Monitor expiration of roles to assure customer continuation of access
Perform annual access validation
Become the expert on IPAM user roles
Manage IT procurement lifecycle metrics, provide weekly and monthly analytic metrics to measure/evaluate product lifecycle management from the R2R tool
Manage and review the number of customer purchase requests and purchase orders submitted
Monitor customer delivery requirements, outstanding customer actions& issues while facilitating order closures
Continuous review/upkeep of IPAM business processes
Collect other metrics as deemed needed by the COTR
Maintain Customer Ship-To delivery locations in R2R
Protect delivery location relationships
Validate Secure Chain infrastructure is available for final destination deliveries
Monitor and Respond to PMO Email Box, phone calls, instant message Inquiries
Provide guidance/assistance to procurement customers as requested
Perform backup role to process Corporate Products List (CPL) additions/notifications
Perform backup role to support Material Master Report activities
Manage fund centers, customer profiles, and role authentication records
Maintain SharePoint repository of/for user documentation
Monitor and perform access validation
Monitor purchase requests and sales orders
Participate in requirements change management meetings to mitigate possible technical, schedule, and cost impacts
Provide knowledge and expertise on the readiness process to include an understanding of entry and exit criteria

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and three (3) years or more of related experience; Masters and one year of related experience. *Experience may be considered in lieu of education
REQUIRED:
Possess knowledge of industry accepted standards and best practices related to Project Management
Previous experience in an Intelligence Community Information Technology Environment functioning as Project Manager
Previous experience in procurement and/or asset management environment Proven information technology expertise and communications skills to be able to interface with all levels of management
Demonstrated ability to conduct analysis and evaluations- making recommendations and providing professional advice and assistance to include preparing criteria and analytical aids, briefings, reports and presentations
Experienced in resource and requirements analysis, planning, coordination and scheduling
Strong customer service and organizational skills
Excellent technical writing and oral communication skills
Planning, coordination and scheduling experience
Ability to apply technical expertise in proper context for management review
Skilled/comfortable working in high-tempo environment, able to be flexible and to adjust to dynamic political, technical and/or fiscal challenges
Ability to establish trust-relationships as well as build and lead highly functioning, multi-faceted and “joint” teams
Active TS SCI clearance with Polygraph
Desired Qualifications:
Possess knowledge of IT Procurement and Asset Management industry accepted standards and best practices
Recent experience with the NRO Communications Systems Directorate
Information Technology Infrastructure Library (ITIL) Foundation
