SAIC Senior Java Web Developer in REMOTE WORK, Virginia

Description

SAIC is seeking a Senior Java Web Developer to support the VA T4NG Consolidated Corporate Support Services (CCSS) program serving our Department of Veterans Affairs Corporate Portfolio clients across the entire U.S. The Web Developer Sr./System Engineer will support the Acquisition and Property Management (APM) Corporate and Regional Matrixed Budget System (CRMBS) team within the Acquisition and Property Management (APM) portfolio.

The Corporate and Regional Matrixed Budget System (CRMBS) provides a flexible and configurable platform to support VA’s Construction and Facilities Management (CFM) budget and spend plan business practices for major construction projects. In addition to a configurable spend plan capability, CRMBS contains the best practices that give CFM the opportunity to improve existing financial business processes such as spend controls, approval workflows, and financial analytics. The application provides CFM with an audit trail for all transactions. Over 717 transactions each fiscal year are processed, and CRMBS provides access to over 400 VA employees and contractors.

Responsibilities Include:

· Designs, develops, documents, tests and debugs application software.

· Conducts product-level and code-level analysis, and collaborates with subject matter experts in the planning, design, development, and utilization of VA legacy and modernization tools and systems for information storage, processing, presentation, manipulation, display, or reporting. End product(s) may be special use, customized, and/or COTS/GOTS software.

· Provides integral support in mission requirements determination, conceptualization, design, development, testing, verification and validation, documentation, and implementation of technical integration efforts and interoperability products and services.

· Schedules installations and upgrades and maintains them in accordance with established IT policies and procedures.

· Determines computer user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops autonomous services, desktop applications, web applications, scripts, APIs, and utility programs.

· Ensures VA software coding standards and compliance requirements are utilized and met.

· Provides technical solutions to a wide range of difficult problems where analysis of data requires evaluation of identifiable factors. Solutions are imaginative, thorough, practicable and consistent with client objectives.

· Mitigates audit findings for software applications being supported, with emphasis on internal VA monthly network scan findings and Section 508 compliance findings. Where necessary, writes and/or contributes to the creation of POA&Ms to mitigate these findings when a software-based solution cannot be implemented, and towards the obtainment and renewal of VA Authorization to Operate (ATO) certification for all three applications.

· Works closely with and as a member of an Agile/SAFe-based contractor software delivery team utilizing Agile, Scrum, and SAFe-based delivery methodologies, CI/CD pipelines, cloud, DevSecOps, and related taskings, responsibilities, tools, techniques, and technologies.

· Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements, facility requirements, data storage, backup, monitoring, operations systems, multiple operating systems, directory services, identity management, access management, and automation.

· Works closely with the technical team and client to provide guidance, business and technical experience, and will incorporate knowledge of client’s processes to deliver scalable design specifications that will satisfy a client’s business requirements and needs.

· Collaborates with technical team members and client to improve the clients’ business processes through the use of data integration and process improvement by leveraging the products’ standard software configuration and developing custom enhancements when necessary.

· Adheres to the Agile software development methodology.

· With the use of proven development standards and enterprise engineering methodologies, develops the documented design and will test the solution to ensure software changes do not negatively affect the existing software environment.

· Define and document software requirements.

· Frequently uses and applies technical standards, principles, theories, concepts and techniques.

· Provides solutions to a variety of technical problems of moderate scope and complexity where analysis of situations or data requires a review of a variety of factors.

· Works independently under general guidance and direction on routine work.

· Exercises sound judgment within defined procedures and practices to determine appropriate action(s) to undertake.

· Applies advanced technical principles, theories, and concepts. Contributes to development of new principles and concepts.

· Identify innovative ways to addressing requirements.

Qualifications

Required Skills by VA Product Line/Role:

§ Oracle Weblogic experience

§ Oracle Database 11g and/or later versions experience

§ Oracle Custom applications and/or Oracle Enterprise Business Suite application experience

§ Java, Javascript, and JavaBeans

§ WAR/JAR Files, Maven build and deploy strategies

§ Web development skills

§ Web-based UX/UI design and coding skills

§ Red Hat Enterprise Linux (RHEL), 7.x, Operating System

§ Testing experience

· Required Education, Experience, and Clearance:

§ Bachelors and seven (7) years or more experience, - OR –

§ Masters and five (5) years or more experience, and

§ Ability to obtain a VA Position of Public Trust – Medium Background Investigation (MBI)

· Desired Skills:

§ Oracle Weblogic, Java, Javascript, and JavaBeans experience

§ Web Development, Web-based UX/UI design and coding skills

§ WAR/JAR Files, Maven build and deploy strategies

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
